Does coastal exposure prove reinforcing steel is corroded?

No. That conclusion requires evidence from the particular concrete and its exposure conditions.

Can a settled walkway just be patched level?

Sometimes another method is better; movement, base support, drainage and edge conditions must be evaluated.

Do cracks always mean the whole slab needs replacement?

No. The repair choice depends on the crack pattern, displacement, use, surrounding condition, drainage, and likely movement. Photos can start the review, but concealed base or soil conditions may require field evaluation.
